The Daily Yomiuri of Japan reported on Friday that the Philippine health ministry is preparing a policy that allows legal kidney sales from Filipinos to foreign patients. The Philippine government is to hold a public hearing on Feb. 10 to gather opinions from various sectors and plans to institute the policy this year. The idea was proposed to approve international transactions in human organs that are currently taking place on the black market. The new measure being examined by the Philippine government requires foreign patients seeking kidney transplants to support the kidney donors' living expenses while paying the medical expenses of another Filipino patient. The foreign patient's personal surgery and hospitalization costs (3.36 million-3.6 million yen) will be separately billed and not included in the transplant conditions. 1.44 million yen will have to be budgeted for the donor's livelihood and between 960,000 yen and 1.2 million yen as the cost for kidney transplant to the other Filipino patient. The total expense converted to U.S. dollars would reach approximately $50,000. The Philippine health authority explained, "If the new system is introduced, organ transactions will no longer take place on the black market while organ donors will no longer be just exploited, but rather they will benefit."
