1M liters of nuke waste intercepted

A ship carrying an estimated 500,000 to one million liters of liquid “nuclear waste” intended for dumping in the Philippines was intercepted by operatives of the Enforcement and Security Services (ESS) of the Bureau of Customs while it was being towed off the coast of Surigao province last Friday.

In his report to ESS Director Nestorio Gualberto, Maj. Isabelo Tibayan III, the ESS chief of operations, said Monday that the nuclear waste came from the island nation of Palau in the Pacific.

“The report we received from our informant in Palau said the nuclear waste came from a nuclear power plant,” Tibayan, in a telephone interview, told The Manila Times.

He said the waste was declared “used oil” and consigned to Power Zone Corp. It came from the Aimeliik power plant in Palau Island.

The informant reported that waste dirty oil, estimated to be one million liters in the Auimeliik tank, came from the construction of the Compact Road by Daewoo.

Tibayan believes this is not the first time hazardous waste from other countries has been brought to the Philippines. “It is highly possible that the people behind the aborted attempt have sneaked in the same kind of waste or worse in the past.”

On being informed, Customs Commissioner Napoleon Morales, who was attending a congressional hearing, immediately ordered the ESS to conduct a top-to-bottom investigation into the matter and coordinate with all the government agencies concerned.

“We will ship it back to the country where it came from,” Morales told The Times. “Charges will be filed against those responsible and definitely heads will roll here.”

“We will exhaust all means to uncover the brains behind this incident and pursue the criminal prosecution and conviction of all those involved,” Morales added.

He commended Gualberto and his men for foiling what appeared to be a deliberate attempt by external forces to contaminate the country’s waters with waste material that could have wreaked havoc not only on the environment but on the health of the people.

Records show that the waste was loaded into a barge named Cheryll Ann with crewmen onboard. It was being towed by a tugboat, Jacob, when intercepted.

Tibayan said the shipment violated the Basel Convention, the Antiwaste Dumping Law, and the Customs and Tariff Code of the Philippines.
