Palace: No oil subsidy
GMA backtracks, says grant would burden taxpayers

PRESIDENT Arroyo on Sunday changed her mind about providing a limited government subsidy for fuel products to help consumers of diesel, which is widely used by the mass transport system.
The government is concerned about the possible inflationary effect of rising prices of refined oil products, but recognizes that Filipino taxpayers would be burdened by any fuel subsidy, presidential spokesman Ignacio Bunye said.
Instead, the President has prevailed upon 26 Manila pump stations “to provide selective discounts to the transport sector” starting Monday, Bunye said in interviews over several radio stations.
Earlier Saturday, Malacañang released a statement saying the government would study a limited oil subsidy.
“I have ordered the Departments of Transportation and Communications and of Energy to make a thorough study on the capability of the government to subsidize petroleum prices so that the price of diesel can be kept low,” she said.
Bunye later said: “We agree with the suggestion that we should not have a subsidy because eventually, all of us would be the ones to bear this burden.”
The government is observing austerity measures to keep the national budget deficit within the target ceiling of P202 billion ($3.69 billion) this year.
There used to be the Oil Price Stabilization Fund, from which oil firms could draw to prevent price increases. The government provided the fund’s seed money, taking it from oil taxes. But with the enactment of the Oil Industry Deregulation Law, the fund was dissolved.
The Manila-based Asian Development Bank warned last month that “the level of the [budget] deficit now threatens economic stability,” despite indications that belt-tightening measures would arrest the five-year-old fiscal crisis.
It said “the costs of the deficit to achieving broader economic and social objectives have begun to emerge,” owing to the 29-percent share of debt service to government spending.

Hab in nem Phil. Dictionary nachgesehen, da steht da "Greaseless oil", da dachte ich zuerst an irgendwas PÖLiges, aber mein Schwiegervater sagt, das währ ne Schwarze Brühe, (ich tipp da ja eher auf n Flockiges Kerosin-MÖLgemisch.) hast du ne Ahnung was die da inne Kiste kippen?
